RECRUITMENT QUALIFICATIONS

Education

  • A Master’s degree or higher in the field of Design with specific focus on textiles.

Experience

  • At least 15 years of experience of working on community led textile, handloom, handicraft development initiatives  
  • Minimum 10 years of relevant experience on strategy development for textile led initiatives
  • Demonstrated understanding of the wool production sector in the Himalayas
  • Demonstrated understanding of issues related to wool development and sensitivities related to the competing demands on women’s time, usage of locally available raw materials and basic-low cost-low maintenance machinery required to produce fine woollen products

Duration

The duration of the contract is 1 year

Schedule of Payment

Payments will be released on successful completion and submission of deliverables.

Project Location: The assignment will be home based with travel.  

Kindly note: Only outstation travel with prior approval, boarding & lodging expense will be reimbursed as per actuals in line with UNDP rules.

Language Requirements 

Fluency in English and Hindi is essential.

Reporting requirements:    

The Consultant will report to the Head, Energy, environment, and Resilience Unit, UNDP India

Consult on the infrastructure required to successfully conduct the capacity building workshops. This may include list of new and innovative machines or techniques to reduce craft person workload, improve quality of products and reduce time taken to produce products

  • Submit a report on the materials required for workshops
  •

3.

Pilot the development of community led, cluster based, handicraft/handloom social enterprise in identified village clusters as mentioned in the baseline assessment report.

  • Submit a report along with photographs of all the workshops conducted, testimonials of local craft persons in how they’ve benefitted from the trainings
  • Pilot community led handicraft initiatives in identified villages with at least 10 trainings conducted to improve wool processing and design

Within 8 months

Support branding and marketing of handicraft products, marketing of samples and connecting the local community with prospective buyers

  • At least 4 such buyer-seller meetings to be conducted

Evaluation Method and Criteria:

The consultant would be selected based on the following criteria:

Technical: 70 points

Financial: 30 points

Criteria for Technical Evaluation would be as under:

Educational Qualification – 20 Marks;

Relevant Experience – 50 Marks;

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
