UNDP and the Ministry of Environment (MoE) are implementing the “National Adaptation Plan to advance medium and long-term adaptation planning in Armenia” UNDP-GCF Project (NAP Project) and the “Building Armenia’s National Transparency Framework under Paris Agreement” UNDP-GEF Project (CBIT Project).

The NAP Project objectives are to build on the national climate priorities communicated in Armenia’s NDC, to support the Government of Armenia in advancing its medium and long-term Climate Change Adaptation (CCA) planning. To reach its objectives the project will (i) identify information and capacity gaps, and support improved synergies and coordination between and across sectorial initiatives, (ii) build and strengthen institutional, functional and technical capacities to plan CCA with specific focus on gender responsiveness of national adaptation plans and programs, (iii) establish climate change monitoring capacity, and (iv) develop a CCA financing strategy. The project will support the Government of Armenia to advance its medium and long-term adaptation planning. With the development of a NAP process, Armenia will lay the groundwork for the systemic and iterative identification of medium- and long-term climate-induced risks, CCA priorities, and specific activities that promote climate adaptive and resilient growth in its key sectors. Concurrently, as part of the localization of the Sustainable Development Goals (SDGs), the NAP process will contribute to the formulation of corresponding national climate-responsive indicators and targets. The immediate objective of the CBIT Project is to meet enhanced transparency requirements as defined in Article 13 of the Paris Agreement by strengthening institutional and technical capacity for measuring and reporting on emissions, mitigation and adaptation activities, and support received. The project will provide support for building institutional and technical capacities to meet these enhanced transparency requirements as defined in Article 13 of the Paris Agreement. It will use a capacity strengthening approach to shift from ad hoc reporting to a continuous process of Measurement, Reporting and Verification (MRV) that will capture transparency activities and allow the country to track its progress against its commitments under its NDC.

Objectives:

The overall objective of the assignment is to lead, in conjunction with national consultants, the development and establishment of a M&E framework for adaptation planning and its effectiveness, taking into consideration national framework, the proposed MRV system, and appropriate integration into these systems.

Based on the MRV framework for climate mitigation (developed under the UNDP-GEF “Building Armenia’s national transparency framework under Paris Agreement” project) create a complementary framework for Adaptation M&E (AME), and determine the short-, medium-, and long-term indicators specific to adaptation. The AME system will contribute to national capacity to assess and track progress towards achieving adaptation goals on building resilience and enhancing adaptive capacity, as well as achievement of the NDC adaptation targets and the SDGs. By tracking progress under NAPs/SAPs, the AME framework will support determining to what extent Armenia’s vulnerability to climate change is mitigated - thus serving as a basis for planning future iterations of each plan. It will further. The AME system should also be based on EU best practices and incorporate the existing monitoring mechanisms on the national level (i.e., the MRV system and the SDG M&E).

The AME should contain a clear set of gender-responsive indicators measuring impact, outcomes, and outputs that will allow governmental stakeholders to track the progress, including the sectoral targets, evaluate the effectiveness and plan further interventions in the NAP process based on sex-disaggregated data. Initially the system will have a smaller number of indicators and sectors, which are to be expanded over time as the country gains experience with AME and climate adaptation actions. The two priority sectors for development of indicators within the AME system are agriculture and water.

A secondary objective of the consultancy is to develop guidelines and training materials that will contribute to increasing institutional capacity on AME. Consequently, the expected activities will also have a component of capacity building and training for relevant governmental stakeholders on applying the AME and the indicators.

Under the overall guidance of the UNDP Climate Change Program Coordinator and direct supervision of the Projects Managers, the Consultant will liaise with national stakeholders, collect data, conduct interviews, and undertake the specific tasks listed below, in collaboration with a National Consultancy Company:

Task 1. Develop an Inception Report.

Undertake desk review and prepare an Inception Report outlining detailed workplan and timeline for conducting the tasks. In particular, the Inception Report should adequately describe the purpose of the AME system/framework, approach and methodology for implementation of arrangements, including but not limited to data collection methods, data sources; a work plan indicating the phases of the assignment, timing, stakeholder mapping for consultations/ interviews, key deliverables and milestones.

Task 2. Develop the M&E Framework for Adaptation.

Review current and desired AME needs and gaps on various administrative (national/sub-national), sectoral levels - to include, but not be limited to, existing data, possibility to generate additional data, and roles and responsibilities of involved ministries and organizations. This should occur in conjunction with the ongoing development process for the MRV system. In particular:

  • advise on how to effectively reflect decisions and guidelines of the UNFCCC and the Paris Agreement relevant to M&E of climate adaptation, as well as other best available practices or relevant guidelines in the AME system;
  • explore potential requirements, including legal and administrative requirements for establishment of AME in the context of the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA), as well as other international agreements;
  • review the hosting institution(s) and mechanism for cooperation for the AME data platform and its management, including possible institutional arrangements, if separate from the MRV system;
  • propose governance structure for the suggested AME;
  • identify and present several international best practices in M&E of climate change adaptation actions applicable for the country for integration into the AME, in the context of the MRV system;
  • In conjunction with the legal consultant, identify gaps in legal and regulatory framework for use and tracking of climate adaptation indicators.

Develop recommendations on integration of the AME into the MRV system, integration of the progress reported by the country towards commitments on adaptation stipulated in the NDC and the National Action Program of Adaptation to Climate Change and the List of Measures for 2021-2025” (NAP).

Formulate the AME Framework and develop the roadmap for its implementation that should include, but not be limited to:

  • relevant institutions/organizations that could provide relevant data;
  • data management model, including data processing, quality control, division of roles and responsibilities of institutions for each phase (e.g., collection, analysis, dissemination, communication), processes for measuring, reporting and verifying adaptation actions in the respective sectors;
  • set of relevant indicators to measure impact, outcome, output/activity, response, etc. and a detailed description for each of them; at different scales (macro, meso, micro, etc.) and different spatial scales (national, sub-national, sector, etc.) as required by Government Decree N749-L;
  • procedures for reporting and collecting performance indicator data;
  • procedures for data communication and dissemination;
  • governance mechanism for the data management and maintenance;
  • integration of the “Guideline for NAP Process M&E” (to be provided by the NAP Project) into the AME;
  • roadmap of implementation phases, including the division of responsibilities, timeline, and allocation of resource, and technical and methodological details related to AME capacity building needs and training programme the proposed AME system.

Present the findings and recommendations from the AME and its implementation Roadmap to stakeholders in a workshop, collect feedback from stakeholders, and summarize main findings.

Task 3. Lead the National Consulting Company (NCC) in development of Indicator Reference Sheets for adaptation indicators in priority sectors

  • Lead the development of an Indicator Reference Sheet template for all indicators (anticipated minimum number of indicators is thirty), including unique indicator title, indicator detailed description and definitions, detailed explanation of the choice of indicator, adaptation relevance, potential limitations, explain the systematic position of the indicator in the indicator system, methods of measurement for the indicator, units of measurement, calculation requirements/details and the reproducibility of the calculation, if necessary, calculations for disaggregation (by province, national, sector, gender), tools and procedures for data collection, monitoring and reporting, data availability and frequency, data sources to be used, responsible parties, and impacts on SDGs, and a weighting of importance for Government priority, etc.;
  • Substantiate the relevant adaptation indicators proposed by the consultants to measure impact, outcome, output/activity, response, etc. and a detailed description for each of them; at different scales (macro, meso, micro, etc.) and different spatial scales (national, sub-national, sector, etc.) as required by Government Decree N749-L for each of the three sectors (agriculture, water and energy). Where relevant, provide guidance and direction.
  • In cooperation with the NCC, conduct validation meetings on indicator selection with each of the sectors.
  • Guide and substantiate the population (by the NCC) of the Indicator Reference Sheets for all the indicators.
  • In cooperation with the NCC:
  1. create a fact sheet for each indicator that summarizes the above information (expected to be maximum of 2 pages per indicator);
  2. conduct/co-lead a national validation meeting/workshop with stakeholders for target indicators that also summarizes the adaptation baseline against the proposed indicators and targets.
  • Establish the annual reporting format on adaptation and create the baseline report on adaptation (which will be the year 2019).

Task 4. Guide the NCC in development of recommendations on technical and standard operating procedures for the AME and its indicators:

  • Lead the discussion with key stakeholders/state partners on how to formalize the operationalization of the AME, such as development of a regulative/legal framework for AME, including, but not limited to institutional arrangements, assignment of roles and responsibilities for data collection, flow, management – for adaptation monitoring and evaluation at national- , sub-national- and sectoral levels. 
  • In cooperation with the NCC, review proposed standard operating procedures for application of the M&E indicators and the mechanisms for coordination of horizontal and vertical exchange of CCA indicators (considering the existing protocols and operating procedures on data flows between sectors), as well as indicator maintenance and updating responsibilities (Finalization of the standard operating procedures, development of the appropriate legal framework and development of an online platform for AME will be supported by other UNDP project in 2023).
  • In cooperation with the NCC, conduct a validation meeting, collect feedback and incorporate into the standard operating procedures.

Task 5. Support the project team in capacity building measures of key responsible institutions in M&E data management, as well as communication and information sharing on the M&E framework:

  • Develop a guideline and training materials that will contribute to increased institutional capacity on AME.

C. Objectives and Scope of Work

 

The Climate Change Mitigation Expert will work with UNDP and its partners under the ACE Project, and collaborate/complement with other UNDP consultants/experts, in the performance of his/her duties towards the delivery of the following outputs. The Climate Change Mitigation Expert will have specific expertise in measuring emissions from various industries and circular economy approaches, and knowledge on the use of tools to estimate GHG reductions from avoidance arising from reduced production of plastics, use of alternative materials, and reduction in demand for materials due to recycling (that does not emit GHGs), reduced consumption, and other strategies.

  • Modelling of GHG emissions for key circular economy sectors
  • Undertake a desktop review of key industry reports in order to make an analysis of historical GHG emissions and on the basis of which come up with projected GHG emissions, identifying major emission drivers
  • Develop a GHG emissions scenario analysis comparing the business-as-usual or linear economy scenario with a circular economy scenario, establishing the mitigation potential of circular economy (i.e. GHG emissions reduction/avoidance required per sector to fulfill the 75 percent target for the year 2030 as outlined in the Philippine Nationally Determined Contribution)
  • Modelling of GHG emissions must include an analysis of the carbon footprint (CF) and material footprint (MF) of key circular economy sectors along the value chain, and must present recommendations in terms of mitigation strategies
  • Key sectors to be covered at the least are the following:
  1. buildings
  2. plastics
  3. food and beverage
  4. textile
  5. electronics
  6. healthcare
  7. cities
  • Calculation of GHG emissions of the ACE Project
  • Develop a methodology and monitoring tool for tracking the climate change mitigation indicators and targets of the ACE Project
  • Compute the GHG emissions, emissions reduction/avoidance of the various activities of the ACE Project

The Climate Change Mitigation Expert will consult UNDP and its relevant partners in the preparation of the above-mentioned outputs and will make a presentation of these outputs to them for comments/revisions and finalization.

E. Institutional Arrangements 

  1. The Japan Supplemental Budget (JSB)-funded Accelerating NDC through Circular Economy is implemented by UNDP Philippines through a whole-of-country office approach, spearheaded by the Climate Action Programme Team and the Impact Advisory Team (IAT).
  1. The ACE Project Manager and Climate Action Programme Team Leader will jointly review the outputs of the consultant, in coordination with the Impact Advisory Team and Climate Action Programme Team.
  1. The Consultant is also expected to collaborate with other UNDP teams aside from the aforementioned ones, particularly the Peace Team on the work to be done in Cotabato City.
  1. The Consultant is expected to have his/her own provisions for workspace, communication equipment including laptop and mobile phone.  

F. Duration of Work 

It is estimated that the work of the Consultant shall involve a total of 42 days from September 2022 to March 2023. At least 1 week will be allotted for Designated authorities to review outputs, provide feedback, and certify approval and acceptance of outputs.

G. Duty Station 

The consultant is home-based, but may be requested by UNDP to report to the office for specific meetings and activities. Should there be any travel, the mission would be agreed with the designated authorities in advance and the travel cost would be at actual as in line with UNDP policy.

Scope of Price Proposal and Schedule of Payments 

 

  1. The Consultant should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all inclusive” (professional daily fees X number of days, communications, etc.) that could possibly be incurred by the Consultant should be factored into the final amount submitted in the proposal. Travel, as deemed relevant by UNDP and compliant with government guidelines on community quarantine, will be arranged and paid for by UNDP and should not be included in the financial proposal.
  2. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during contract duration
  3. The contract price will be fixed output-based price. Any deviations from the output and timeline will be agreed upon between the Contractor and UNDP.
  4. Payments will be done upon satisfactory completion of the delivery by target due dates. Outputs will be certified by the ACE Project Manager and Climate Action Programme Team Leader prior to release of payments.

H. Criteria for Selection of Best Offer 

The Offers received will be evaluated using a combined scoring method - where the qualifications and sample work will be weighted a max of 70% and combined with the price offer which will be weighted a max of 30%.

Malgré le développement rapide du traitement antirétroviral (ARV), les personnes vivant avec le VIH (PVVIH) restent confrontées à des obstacles pour accéder au traitement en Afrique subsaharienne. Parallèlement, les systèmes de santé luttent pour fournir des soins à un nombre croissant de patients sous TARV. En 2015, l’Organisation Mondiale de la Santé (OMS) a recommandé la mise en place de modèles différenciés d’accès aux traitements ARV pour des PVVIH stables. Cette recommandation est basée sur des expériences positives de stratégies mises en place au niveau des formations sanitaires telles que l’espacement des visites cliniques avec un accès direct du patient à la pharmacie pour la distribution d’ARV, ou des groupes de traitement ARV menés par des agents de santé au sein de la structure. D’autres stratégies plutôt communautaires ont aussi été pilotées comme les groupes TARV menés par des patients ou la distribution des ARV dans les postes de distribution communautaire gérés par les réseaux des PVVIH.

 

Au Congo le taux de prévalence du VIH chez les adultes de 15 à 49 ans est de 3,87% (Spectrum 2022) avec un nombre estimé de 106.834 personnes dans le pays qui vivent avec le VIH. Les besoins non couverts en dépistage du VIH restent très importants et seulement 29,95 % des adultes et enfants éligibles au traitement ARV y ont accès. La proportion des malades qui ont pu atteindre la suppression de leur charge virale n’est pas connue. En outre le pays a enregistré une proportion cumulée des perdus de vue de l’ordre de 6,11% (1802/29487) pour 2021 (Données rapports de progrès).

 

Dans le cadre de la riposte à cette épidémie, le gouvernement congolais a entrepris des mesures pour faciliter l’accès à la prévention, aux soins et au traitement de l’infection à VIH, par la sensibilisation de la population, l’institution de la gratuité des différentes interventions, l’équipement des formations sanitaires pour le suivi des patients et par le renforcement des capacités du personnel soignant.  Ainsi depuis 2021, le pays s’est engagé à mettre en place des stratégies novatrices visant à améliorer, la prévention incluant le dépistage VIH, la rétention et l’observance aux TAR (Auto test, PrEP, approche « Mère Mentor », dépistage communautaire et Point de dispensation communautaire (PODI) d’ARV).

 

Pour le cas des PODI, une stratégie nationale de mise en place a été élaborée et validée par les parties prenantes en Avril 2021.  Avec l’appui du financement du Fonds mondial de lutte contre le Sida, la tuberculose et le paludisme, un projet pilote a été initié afin de mettre en place deux PODI d’ARV, un (01) au CTA de Brazzaville et un (01) au CTA de Pointe Noire. A ce titre et conformément à la stratégie nationale deux associations communautaires ont été identifiés afin d’assurer la gestion de ces PODI. Afin de permettre auxdites associations d’assurer une gestion efficace du PODI, il est prévu de renforcer leurs capacités sur les aspects de planification, de gestion des patients et de suivi évaluation et rapportage pour des expériences réussies.

 

A cet effet, le Programme National de Lutte contre le SIDA et les IST du Congo, sous financement du Fonds mondial de lutte contre le Sida, la tuberculose et le paludisme, recrute un consultant national qui travaillera en étroite collaboration avec les parties prenantes.

Dans le cadre de cette mission, le Consultant sera plus particulièrement engagé dans l’élaboration des modules de formation, la formation du personnel des associations lors de 2 ateliers et la revue des outils mis en place dans le cadre de la gestion des PODI

Objectif général

Il s’agit, dans le cadre de la mise en place des PODI à Brazzaville et à Pointe Noire, de renforcer les capacités des prestataires des PODI et des sur l’organisation et le fonctionnement des PODI pour une gestion efficace et un suivi adéquat des patients sous ARV.

 

Objectifs spécifiques

1.  Elaborer un manuel de formation des prestataires des PODI ;

2. Formaliser des modules de formation sur la mise en place des PODI portant notamment sur

Organisation des équipes

  • Approvisionnement et distribution des ARV,
  • Le soutien à l’adhérence par les pairs,
  • La Recherche des patients qui manquent un rendez-vous,
  • Les Services d’information, orientation et dépistage VIH,
  • L’Education thérapeutique,
  • Organisation de groupes de support,
  • Accompagnement social,
  • Remplissage des outils,
  • Rapportage.

The UN Secretary-General established the UN SDG Action Campaign to inspire people and organizations from all backgrounds and every part of the world to take actions to achieve the Sustainable Development Goals, while holding decision-makers to account for progress society-wide. The UN SDG Action Campaign is hosted and supported by UNDP and is based in Bonn (Germany) with a lean team that marshals rapid support for new initiatives as opportunities arise and provides partners with on-demand strategic creative services that inspire SDG action with an engaged community of activists and concerned individuals.

The UN SDG Action Campaign is working closely with cities and local governments to showcase how they are actively contributing to implement Agenda 2030, accelerating transformative action to  achieve the Sustainable Development Goals for all, and everywhere. The UN SDG Action Campaign, together with the office of UNDP in Rwanda are supporting the City of Kigali to implement the Rainwater Harvesting and Smart Waste Management project in Mpazi and Busanza settlements, one of the winners of the 2021 Global Mayors Challenge.

Within this context, the UN SDG Action Campaign is seeking to recruit a Project Monitoring and Evaluation Officer to support the implementation of the Global Mayors Challenge in Kigali.

The project is addressing the issue of affordable water and smart waste collection in the two recently upgraded neighborhoods, one located in the informal settlement of Mpazi ravine sub-catchment area, Gitega Sector Nyarugenge District, and another in a resettlement of Busanza, populated by people who formerly lived in Kangondo, Nyarutarama.  

In order to afford the high cost of water provision, while improving sanitation services, the project focus on promoting the use of rain water collected and distributed into house units, to be used as an alternative affordable water source in addition to commercial (WASAC) water provision. The project also include a new system of waste collection, directly collected from households through segregated waste bins, improving the living conditions of residents.

The project comprises interventions in the two sites located in Mpazi and Busanza and are focused on constructing rain harvesting systems and smart waste collection systems. The works will include construction of underground rain water reservoirs with its water distribution mechanism into the already identified buildings, one for each site ( Mpazi & Busanza), and also installation of seven stations of smart waste collection bins in total.

The Project M&E Officer will support the UNDP and City of Kigali to monitor and evaluate the implementation of the Kigali Global Mayors Challenge Project.
