Le Bureau sous-régional du PNUD pour l'Afrique de l'Ouest et du Centre (PNUD WACA) couvre 24 pays, allant des économies à revenu élevé et intermédiaire aux pays les moins avancés et aux pays en situation de crise et de post-crise. Le PNUD travaille avec ses homologues nationaux dans la sous-région pour soutenir la mise en œuvre de priorités nationales de développement afin d’atteindre les objectifs de développement durable. Le travail du PNUD est guidé par les cadres de développement et normatifs mondiaux et régionaux dont les pays d'Afrique sont signataires, notamment l'Agenda 2030 et l'Agenda 2063.

Parmi les domaines d'intervention, le Bureau régional PNUD WACA fournit un soutien technique, consultatif, et programmatique dans le domaine de la Gouvernance et de la Consolidation de la Paix. Dans le cadre du renforcement de ses capacités à promouvoir Gouvernance et de la Consolidation de la Paix, le Bureau régional PNUD WACA recherche un soutien à court terme par le biais d'un.e stagiaire pour soutenir le travail dans ce domaine. 

Sous la direction générale de la Conseillère Gouvernance et Consolidation de la Paix du Bureau régional PNUD WACA, la/le stagiaire aidera dans la rédaction de rapports, ainsi qu’à planifier et à coordonner des projets, à assumer des tâches administratives et à gérer de façon indépendante certains éléments nécessaires pour que les projets soient achevés dans les délais prévus. 

A.        Qualifications of the Successful Individual Contractor:

The expected duration of the assignment is to be up to 6 months with a possibility of extension subject to the availability of funding and performance.

• Note: A written approval from UNDP and relevant authorities will be required to facilitate the consultant's travel to any locations than stated on this TOR on official missions where necessary.

A.        Recommended Presentation of Offer

For purposes of generating Offers whose contents are uniformly presented and to facilitate their comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation.  The following documents may be requested:

1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
3. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but maybe omitted for support services [Note: this is optional for support services]; 
4. Financial Proposal that indicates the all-inclusive total contract price, supported by a breakdown of costs, as per the template provided. The terms “all-inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the Proposal. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under the Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial Proposal submitted to UNDP. 

B.        Criteria for Selection of the Best Offer

Individual consultants will be evaluated based on the following methodologies:

Step I: Screening and desk review:

Individual consultants will be evaluated based on the following methodology.

Technical Criteria (CV review and Desk Review/Interview optional) – maximum 70 points. Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 49 points) will be considered for the next evaluation stage, i.e., financial evaluation.

Applications will be first screened, and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

• Academic Qualification: Master’s degree or equivalent in statistics, economics, Political Science, Gender Studies or other related social sciences.
• A minimum of 7 years of responsible experience in the area of SDG, gender mainstreaming and social inclusion in UN programmers and projects is required.
• Experience in the application of social and environmental standards.
• Ability to provide statistical technical advice on different sectors/themes.
•  Ability to work on own initiative as well as a member of a team and to work under pressure.
• Excellent interpersonal skills, including the ability to establish strong cooperative relationships with senior government officials.
• Good understanding and practice of capacity development.
• Knowledge & experience in working with constituents in the Arab States, particularly in the Gulf Cooperation Council (GCC).
• Demonstrates integrity and fairness by modelling UN values and ethical standards.
• Demonstrates professional competence and is conscientious and efficient in meeting commitments, observing deadlines and achieving results.
• Display cultural, gender, religion and age sensitivity and adaptability.
• Professional experience with national statistics offices, international organisation, ESCWA, GCC stat.

The qualified candidate should be fully autonomous in preparing policy papers and presentations, mastering office tools and strong project management skills

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate the financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest-priced proposal

z = price of the proposal being evaluated

A.        Qualifications of the Successful Individual Contractor:

The expert will be reporting to MEP and UNDP. A detailed work plan for the expert’s duties and responsibilities will be formulated by MEP. She/he will be supervised by the Assistant Sustainable Development Department team and work in close collaboration with the Chief Technical Advisor (CTA), other consultants and the relevant MEP technical staff.

The expected duration of the assignment is a total of 90 working days across a period of 6 months following the timeline of the 2023 VNR process.

Following growing need in scaling up financing for the SDGs, UNDP’s priorities include involvement with the private sector to mobilize its capital towards achieving the SDGs at policy and specific investments levels through facilitating and providing advice on blended finance, impact investment, SDG alignment and Impact Measurement and Management.  UNDP’s Sustainable Finance Hub (SFH) developed several service lines availed to businesses and investors to align their investments towards the SDGs - these include engaging and enabling institutional and private investors; co-creating and innovating impact factored financial tools for development; leveraging private capital into SDG and climate aligned investment opportunities.  In Asia and the Pacific region, the SDG Finance team of Regional Bureau for Asia Pacific (RBAP), in collaboration with UNDP Global Policy Network, provides support to 24 UNDP Country Offices in the region in pioneering dedicated catalytic facilities and engagement frameworks to implement those service lines and through their application elevate social, economic and environmental impacts of private sector investments in the context of SDGs.

Mobilizing private sector sources for SDG finance is achieved through combination of activities focused on impact advisory (impact measurement and management (IMM) approaches, metrics and standards), identifying SGD targeting business-based solutions, aligning business strategies and operations with SDGs, impact performance incentives for both capital providers and recipient businesses.

SDG Finance in Bangkok Regional Hub (BRH) have been working on developing range of business cases through structured research on identifying SDG investment opportunities, setting-up network of impact venture accelerators (IVA), partnerships with PE/VC funds, working with banks, stock exchanges and other capital market ecosystem stakeholders. Following range of successful cases, UNDP currently plans going beyond pilots to scaling up and expanding the successful frameworks for such engagements with the private sector. 

The above goals require the services of experienced SDG Finance experts to be based out in one of the Country Offices (CO) listed below and to support other COs in the region in collaboration with Bangkok Regional Hub and SDG Finance Private Sector Advisor in the Bangkok Regional Hub across the sub-region.
