Educational Qualifications:

  • University degree (Master’s or higher) in sociology, law, political or marine science, or other related fields including maritime studies

Experience

  • At least ten (10) years of relevant professional experience in working for the Government or an Intergovernmental Organization in a related areas of maritime safety and security;
  • Previous work experience in related area of maritime safety and security in the Pacific region is a strong asset;
  • Proven previous working experience in assessments, evaluations, and/or reviews in related areas;
  • Excellent written and spoken English. Knowledge of local languages an advantage;
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships.

 

Language requirements

  • Fluency of English language is required;

 

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on:

 

Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fees, phone, internet, other connections costs, and any other applicable cost to be incurred by the IC in completing the assignment. UNDP will pay mission-related travel costs within UNDP regulations. The contract price will be a fixed output-based price regardless of the extension of the herein specified duration. Payments will be made upon completion of the deliverables/outputs and as per the percentages below:

40% of the total payment

Deliverable 3

10% of the total payment

Deliverable 4

20% of the total payment

10% of the total payment

 

 

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

 

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

 

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1: Relevance of Education. Max 30 points
  • Criteria 2:  Relevant regional or country specific knowledge. Max 10 Points
  • Criteria 3: Technical expertise (required experience and knowledge for the assignment): Max 30 Points.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Documentation required

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment.
  • Financial proposal, as per template provided in Annex II. Note: National consultants must quote prices in United States Dollars (USD).

 

Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.

 

Incomplete and joint proposals may not be considered. Consultants with whom there is further interest will be contacted. The successful consultant shall opt to sign an Individual Contract or a Reimbursable Loan Agreement (RLA) through its company/employer with UNDP.

Office/Unit/Project Description 

The Joint SDG Fund supports countries as they accelerate their progress towards the Sustainable Development Goals (SDGs). It operates through joint programmes (JPs) that provide the mechanism for transformative solutions implemented by governments and national stakeholders and supported by the UN Country Team led by Resident Coordinators (RCs). Strategic direction for the Fund is provided by the Strategic Advisory Group chaired by the Deputy Secretary-General as the chair of UN Sustainable Development Group. The Fund is managed by the Operational Steering Committee, comprised of representatives of UN entities, and with the support from the Secretariat of the Fund. The UN Development Coordination Office (DCO) hosts the Fund and provides for the alignment with the broader UN Development System reforms. The Administrative Agent of the Fund, in charge of financial management, is the Multi-Partner Trust Fund Office (MPTF-O). Official documents (e.g. Terms of Reference and Operational Guidance) of the Fund and information on funding can be found on the Gateway portal.

To advance the dual mandate of supercharging the UN Development System reform to be fit for purpose and, in turn, supporting the acceleration of the Sustainable Development Goals (SDGs), the Fund incentivizes coherent and coordinated join UN action, anchored in the UN Sustainable Development Cooperation Frameworks at country level under the leadership of Resident Coordinator (RC). Serving as the catalytic funding to piece together emerging policy priorities and financing strategies, the Fund aims to galvanize the UN Country Teams around integrated policies and identify the fiscal space to overcome the political and financial hurdles to scale and accelerate progress towards the SDGs.

This position will be responsible for:

  1. Supporting the coordination of thematic priorities for SDG transformations and their coherent integration into the broader programmatic approach of the Fund.
  2. Support the Fund’s management and monitoring processes, specifically focusing on its strategic objectives around the UN system reform and risk management.

Support the Head of the SDG Fund Secretariat in liaising with other global interagency pooled funds and UN partners, strengthening alignment across the development, humanitarian and peacebuilding pillars.

 

Institutional Arrangement

The Programme Specialist will report to the Head, Joint SDG Fund Secretariat.

Background

The Chapter 12 Commissions are designed as drivers of change for Zimbabwe’s implementation of democratic values and constitutionalism as per the Zimbabwe Constitution. Collectively, the Chapter 12 Institutions serve the common purpose of contributing towards a democratic Zimbabwean society by steering the country towards constitutionalism as a shared value. Through their respective mandates, the Chapter 12 Commissions are critical to improving the quality of governance, encouraging transparency and accountability, fostering inclusion, advancing gender equality, promoting the rights of marginalized groups, strengthening justice and rule of law, and ultimately leading to national unity, peace and reconciliation.

It is against this backdrop and as part of the broader support to the implementation of the United Nations Sustainable Development Framework (UNSDCF) priorities to the entrenchment of human rights and democracy as outlined in section 233 of the Constitution, that United Nations participating agencies (PUNOs), United Nations Development Programme (UNDP), UN Women and the United Nations Educational, Scientific and Cultural Organization (UNESCO), under the coordination of the United Nations Resident Coordinators Office (UNRCO), have co-developed the Support to Chapter 12 Commissions Project with Chapter 12 Commissions, referred to as Project 223.

The project’s output 2 has joint activities that focus on persons with disabilities to ensure all Commissions are inclusive of the needs of persons with disabilities. In line with this, the services of a consultant are sought to conduct a mapping exercise on disability inclusion including through knowledge productions as well as designing measures for reasonable accommodation for persons with disabilities in all Chapter 12 Commissions work. Throughout this assignment, the Consultant will be guided by the Convention on the Rights of Persons with

Disabilities (CRPD) and its optional protocols, other international best practices and instruments as well as active engagement of relevant Organisations of Persons with Disabilities (OPDs) in Zimbabwe. Zimbabwe ratified the CRPD in 2013 and remains committed to promoting the meaningful engagement of persons with disabilities and their representative organizations in development processes.

Overall objective of the consultancy

In close consultation and meaningful engagement with Organisations of Persons with Disabilities (OPDs), conduct a mapping exercise on existing disability inclusion including on knowledge products in all Chapter 12 commissions and identify gaps that need to be addressed to ensure standard guidelines and knowledge products in line with international best practice for all commissions.
