2. Objectives of the assignment / Scope of services

To implement high quality portal and user-friendly e-services on eDopomoga portal with positive user feedback and good successful use statistics it is necessary to analyse data on system use, propose ways to improve the portal, monitor portal update work and propose changes based on collected data. To implement these tasks UNDP DIA Support Project is looking for consultant for a 6-month assignment.

The main objective of the assignment is analysing relevant data and developing strategy and propositions for eDopomoga portal improvement.

 

3. Measurable outputs of the work assignment/deliverables 

Hence, it is expected that the National consultant for eDopomoga project implementation will deliver the following services (non-exhaustive list): 

Deliverable # 

Deliverable essence 

Deadline 

Deliverable #1 

Creation of Strategy of launching and developing of new integrations on the eDopomoga portal.

 

Expected result: the analytical report (at least, 2 pages) with the strategy, consulted with MSP representatives and UNDP.

In 20 working days after signing the contract 

Deliverable #2 

Analyzing feedback of help providers on eDopomoga portal use and moderators/administrators of the portal and development of recommendations on portal optimization for internal users.

 

Expected result: the analytical report (at least, 2 pages) with the recommendations, consulted with MSP representatives and UNDP.

In 20 working days after acceptance of Deliverable 1 

Deliverable #3 

Analysis of data on lead generation (people providing help via the eDopomoga portal) and preparation of propositions on improvement of lead generation on the portal

 

Expected result: the analytical report (at least, 2 pages) with the propositions, consulted with MSP representatives and UNDP.

In 20 working days after acceptance of Deliverable 2 

Deliverable #4 

Organizing negotiations with potential partners that can be involved to the eDopomoga platform work and creating a list of proposed partners for the eDopomoga portal

 

Expected result: the analytical report (at least, 1 page) with the list of proposed partners, consulted with MSP representatives and UNDP.

In 20 working days after acceptance of Deliverable 3 

Deliverable #5 

Monitoring of marketing strategy implementation and development of a report on the eDopomoga portal marketing strategy efficiency

 

Expected result: the analytical report (at least, 2 page) with the analysis of marketing strategy efficiency, consulted with MSP representatives and UNDP.

In 20 working days after acceptance of Deliverable 4 

Deliverable #6 

Analyzing feedback of applicants for the state or international help on eDopomoga portal use and development of recommendations on portal optimization for external users.

 

Expected result: the analytical report (at least, 2 page) with the recommendations, consulted with MSP representatives and UNDP

In 20 working days after acceptance of Deliverable 5 

* The consultant should provide his/her proposal regarding the quantity of working days needed for each deliverable, based on the tentative deadlines indicated above, and indicate in the financial proposal amount distribution by deliverable section. 

 

4. Management arrangements  

The National consultant for eDopomoga project implementation will be primarily responsible for achieving the objectives of the assignment. He/ She will be responsible for all personal administrative expenses associated with the assignment.  

 

5. Monitoring requirements / Terms of payment  

The National consultant for eDopomoga project implementation will work under the overall supervision of the DIA Project Manager and will work closely with DIA Support Senior IT Specialist. 

All deliverables shall be approved by UNDP in written form through e-mail after consultations with the MSP. No documents should be published or distributed to third parties without the approval of MDT/MSP and/or UNDP. 

All documents should be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP). The language of the materials and reports is Ukrainian. The analytical paper should be submitted to UNDP for comments and approval.
