Background

The establishment of strong institutions and capacities at all levels to ensure the delivery and quality of public services has been at the focus of the government and political agenda of Timor-Leste since its independence restored in 2002. Significant progress has been made towards enhancing the process of governance and public service delivery through improved efficiency, accountability, and transparency ever since. At the same time, a lot of challenges and opportunities lie ahead.

 

The Constitution of Timor-Leste envisages that the State will be territorially organized in a decentralized manner and the local units will have a status of corporate bodies vested with representative organs and their organization, competence, functioning and composition of the organs will be defined by law. In this regard, since the independence of the country, administrative decentralization has been considered a useful tool to promote national identity, territorial cohesion, and socio-economic development.

 

An initial policy towards administrative decentralization was laid out in early 2006. However, the process could not take momentum due to several political and administrative reasons. Nearly ten years ago, a new impulse to this process was given with the new administrative division of the country followed by the Implementation Strategy of the Administrative Decentralization and the Setting up of the Representative Bodies of the Local Power in Timor-Leste which envisages a gradual but progressive decentralization. Recently, the Government has reaffirmed its commitment to decentralization through Government Resolution N.º45/2020 (Implementation of Administrative Decentralization Strategy and Installation of Representative Organs of Local Government) and aims at developing and approving the necessary legal framework for the implementation of the decentralization process.

 

In order to meet its commitment and building on the past experiences, the Government of Timor-Leste has been working on revising the legal framework on decentralization. The Ministry of State Administration (MSA), as the nodal agency on decentralization, has been leading this exercise. To support the Government in general and the MSA in particular in their decentralization endeavor, UNDP Timor-Leste has been partnering with the Ministry. In 2021, UNDP Timor-Leste launched the project “Strengthening Integral Local Development by Building the Capacities of the Municipal Authorities in Timor-Leste”.

In this regard, UNDP facilitates the MSA’s efforts to identify gaps, harmonize the legal, policy and institutional framework, including amendment of the existing laws, and build capacities of the local authorities. UNDP hires a team of national and international advisors to provide the technical assistance to the MSA on this matter. These Terms of Reference (ToR) describe the duties, responsibilities, competencies, qualifications of an International Training Advisor.


Duties and Responsibilities

Under overall guidance by the MSA National Director for Human Resources, under direct supervision of the Chief Technical Advisor (CTA) and the Project Manager, the incumbent’s main responsibility shall be to advise the Minister and concerned MSA officials on training and capacity building aspects of administrative decentralization in Timor-Leste, including:  

  • Review the existing organizational structures, systems, capacities, policies, and cultures of the municipalities;
  • Lead efforts to assess the needs of technical staff with the view of the competencies of municipalities conferred by law, as a previous exercise or integrated into the Training Needs Analysis (TNA). After that, elaborate a comprehensive Training Need, in light of the competencies of the municipalities and the present composition of its staff. Subsequently, develop a strategic training program taking into consideration both existing staff and workforce to be recruited following the approval of the local finance law;
  • Identify and map capacity gaps and training needs of the municipalities’ civil servants in line with the municipal services requirements in the context of the ongoing administrative reform. Produce mapping of staff training needs in municipalities. Prepare reports based on the findings of identification and mapping of local staffing in 12 municipalities;
  • In coordination with the HR Advisor and the MSA, develop a strategy to ensure effectiveness and efficiency of training programs, an HR plan shall incrementally transition the training programs from ad hoc to sustainable basis. A strategy on capacity development of municipal staff shall identify their training needs in any aspects of municipal/public administration, including but not limited to: municipalities’ capacity of planning, budgeting, monitoring and reporting – a target/indicator at a level of competencies as defined by the Timorese legislation. The draft short- to long-term capacity-development plan/strategy shall include training of MSA directorates and municipalities, and ensure that the HR/training policies and procedures are institutionalized or codified in accordance with the legal framework;
  • Establish an overall coordination covering the whole training programme: establish a platform of coordination and dialogue for training planning, budgeting and implementation. Conduct stakeholder engagement with the key players including, but not limited to, the INAP, PFMCBC, Ministry of Finance, MSA, municipalities, international organizations, donors, CSOs such as Fongtil, Tane and Rede Feto, to systematize and provide clarity in roles and contributions of either entity, and develop a broader coordination mechanism between training institutions. Complete the comprehensive Training Needs Analysis (TNA) to make sure the future training is no longer of fragmental or sporadic nature;
  • Suggest or introduce steps towards customization and digitalization of five modules (budgeting, procurement, payments, accounting and financial reporting and audit) as a precursor for the development of an e-Learning training approach;
  • Review and suggest training programs to municipal staff on the identified topics resulted from the analysis. The training programs shall include, among others, modules to boost prestige of municipal and public service, to imbue the values and core professional standards among the staff, such as: excellence, pride for the profession, and sense of duty or service to the public and fellow citizens;
  • All training programs and modules must meet conventional adult-training requirements, and in addition, specifically tailored and adapted with the view of Timorese cultural, mentality, and contextual considerations;
  • Provide technical advice to MSA to develop policies and strategies on change management by municipalities in the context of the administrative decentralization. Develop a change-management approach. Conduct an organizational analysis of cultures and structures, suggest practices of planned behavioral change; handle organizational cultures and processes in dysfunctional teams, if any;
  • Introduce and institutionalize a Learning and Development (L&D) strategy for municipalities. Help municipalities’ staff to institutionalize approaches to identify their training needs of municipal staff, maintain talent management and similar programs;
  • Ensure that gender and youth considerations are dully addressed and mainstreamed in the human resource management policies and strategies by the municipalities;
  • Serve as a resource person to the MSA officials and municipalities regarding capacity-building and training, organization development;
  • Submit regular written updates on the two-month basis about the above activities;

Any other tasks assigned by the MSA National Director for Human Resources, the CTA, or Project Coordinator.

Institutional Arrangement

The incumbent shall be contracted under UNDP terms of contract and work under direct supervision of the Chief Technical Advisor and the National Project Manager (NPA). S/he shall closely collaborate with the National HR Advisor.
 

DURATION OF ASSIGNMENT

Travel:

The incumbent is expected to travel to 12 municipalities from time to time, spending at least 1-2 days in each.

Required Skills and Experience

Education:

  • Bachelor’s degree in public personnel or HR Management, Organization Development (OD), MBA, public administration, education, public policy, political science, economics, administrative behavior, psychology or another related field;
  • Master’s degree is preferred.

Experience:

 

  • At least five (5) years of work experience with a government institution in capacity development, training, OD, and or change management: required;
  • Demonstrated ability to develop SOPs, budgets, to lead staffing issues i.e., recruitment, promotions, progressive discipline, reforms: required;
  • Knowledge of public-administration principles, the Administrative Law, Civil Service legislation of Timor-Leste: preferred;
  • Knowledge of the UN system, its cultures and systems: preferred.

Language:

  • Proficiency (oral and written) in English and Portuguese is required. Knowledge of Tetum is a strong advantage.

 

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Lump Sum Contract

The financial proposal must be expressed in the form of an "all-inclusive" lump-sum amount, supported by breakdown of costs as per template provided. The term "all inclusive" implies all cost (professional fees, travel costs (one roundtrip with economy most direct route, living allowances etc.). Under the lump sum approach, the contract price is fixed, regardless of changes in cost components. For duty travels, and other costs required to perform the demands of the TOR must be incorporated in the financial proposal.

 

Schedule of Payment:

The payment will be made based on the deliverables. The selected consultant must submit documents as per the deliverables which must be duly approved and serve as the basis for the payment of fees. The consultant will be expected to produce the deliverables within the agreed timeline under Section D of this TOR to be reviewed and approved as specified in the TOR.

 

PRESENTATION OF OFFER

Individual consultants interested in the assignment must submit the following documents to demonstrate their qualification in one single PDF document:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (the template to be downloaded from the procurement notice link).
  2. Personal CV or P11 indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (2) professional references (to be downloaded from the procurement notice link).
  3. Financial Proposal: that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (the template to be downloaded from the procurement notice link).
  4. Technical Proposal:
    1. Brief description of why the individual considers him/herself as the most suitable for the assignment;
    2. A methodology, on how they will approach and complete the assignment and work plan as indicated above.

 

CRITERIA OF SELECTION

Individual consultant will be evaluated based on the following methodology:

  • The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
    • Responsive/compliant/acceptable, and
    • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  3. Technical Proposal: Brief methodology and workplan on how the consultant will approach and complete the work (20 marks).

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

The Leave No One Behind (LNB) Project builds upon the vast experience of the UN and UNDP in addressing social inclusion and the needs of vulnerable groups. It will support the implementation of the newly shaped vision of the social sector in Albania, in line with the Sustainable Development Goals (SDGs) and the country’s aspirations towards EU integration. LNB avails of technical expertise and know-how of UN agencies aiming at allowing for greater impact and outreach by focusing on the municipal level and its linkage to the national level. The objective of the second phase of the programme (2011 – 2025) is to empower vulnerable persons and groups to have equal access to public services and opportunities, to have a voice in public decision-making affecting their lives and hold the duty bearers accountable. The project’s second phase is designed to:

  • strengthen the vulnerable population to request and receive adequate social services from local authorities that support their social inclusion,
  • help municipalities to effectively manage the provision of social services and promote social inclusion, 
  • support national institutions to implement their policy framework for providing social services and adequately fund social services. 

The project’s implementation is the responsibility of the four UN agencies UNDP, UNICEF, UN Women and UNFPA, and funded by Swiss Development Cooperation (SDC).

BACKGROUND

Explosive Ordnance (EO) contamination in Armenia is the consequence of Nagorno Karabakh (NK) conflict in early 1990s. The outbreak of the conflict and military hostilities in NK in September 2020, resulted in additional EO contamination patterns in the conflict-affected regions, including border areas of Armenia. Large scale military hostilities on 13-14 September have resulted in a significant contamination in 3 borderline regions. This contamination is a direct threat to Armenian communities living along the border areas and creates an obstacle to the gradual return to peacebuilding and reconciliation.

The Project aims at responding to security and safety challenges for Armenian communities and fundamental rights of the citizens living in the border areas in target regions (Syunik, Vayots Dzor, Gegharkunik and Tavush) of Armenia.

UNDP, the global development network for the United Nations system, is on the ground in 177 countries and is uniquely equipped to help developing countries build the requisite policies, capacity, and supportive environment that are needed to accelerate and sustain human development.   UNDP is an operational backbone to the UN system: providing human resources, payroll, financial transactions, common premises, treasury investments, procurement, legal services to UN agencies. UNDP provides IT support for 13 UN entities with 40,000 United Nations and external users of the UNDP’s ERP system, as well as information and communication technology (ICT) and application solutions for the United Nations field presence. To support the UNDP Digital Strategy 2020-2023 and enable the digital transformation of the organization, the Information and Technology Management (ITM) Office is tasked with developing and operating the enabling corporate technology platforms and providing related services that power the digital transformation including: (1) advice, administration and acceleration services to promote delivery of maximum business value of each platform; (2) a global service desk operation; (3) and outreach services to promote knowledge sharing and effective, agile planning and governance of technology development and utilization.

 

Within the Information and Technology Management (ITM) Office is the Global Support and Capacity Building that has the basic mandate of providing a single point of contact to manage client support, service requests and incidents related to the organization’s corporate applications including Enterprise Resource Planning systems, Content Management systems, Microsoft collaboration tools among others. The unit is currently operating on a follow-the-sun method providing support to UNDP country offices in the Asia Pacific, Europe, the Middle East, Africa, North and South America time zones. In addition, it provides extended support to various units within the Information and Technology Management (ITM) Office; and, to various offices and work streams within the Bureau of Management Services (BMS) and UNDP partners across the globe.

 

To meet increasing end-user requirements, the Global Support and Capacity Building team is seeking to retain the services of a Global Service Desk Agent with a focus on supporting end-users in HQ NY location as well as Global Customer support, for an initial period of one year. The successful candidate will join the unit in supporting the global user community as well as identifying evolving user support needs for the corporate applications and tools identified above. The incumbents will also work closely with UNDP Business streams and various units in support of the applications/tools and functions, as well as user education and adaption.

In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDP’s Strategic Plan.

 

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS staff provides technical advice to Country Offices; advocates for UNDP corporate messages; represents UNDP at multi-stakeholder fora, including public-private, government and civil society dialogues; and engages in UN inter-agency coordination in specific thematic areas.

 

BPPS’ Nature Climate and Energy (NCE) Team works with governments, civil society, and private sector partners to integrate natural capital, environment and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements; and implement the UN’s largest portfolio of in-country programming on environment, climate change, and energy. This multi-billion dollar portfolio encompasses: Biodiversity and Ecosystem Services including forests; Sustainable Land Management and Desertification including food and commodity systems; Water and Ocean Governance including SIDS; Climate Change Mitigation and Adaptation; Sustainable Energy; Extractive Industries; Chemicals and Waste Management; Environmental Governance and Green/Circular Economy and SCP approaches. This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.

 

In addition to UNDP’s bilateral partnerships in NCE, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), the Multilateral Fund (MLF), the Adaptation Fund (AF) and the Global Environment Facility (GEF). As part of UNDP’s partnership with these vertical funds (VFs), UNDP provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services.

 

In line with UNDP’s Strategic Plan and corporate strategies, the NCE Team is strengthening its capacities to catalyze, accelerate, and scale innovative solutions, partnerships and integrated programming that help countries advance an inclusive green recovery and transforms their sustainable development trajectory. This includes activities undertaken through the Sida-UNDP Environment and Climate Change Programme, as well as other UNDP and NCE strategies, offers, and workstreams around partnerships, knowledge management, and resource mobilization.

 

The Technical, Policy and Partnerships Specialist (TPPS) works under the overall supervision and leadership of the Senior Policy Advisor (SPA) for Environment and the Regional Team Leader for NCE for Asia and the Pacific based in UNDP’s Regional Hub in Bangkok, Thailand, and in close collaboration with other technical specialists and advisors at both global and regional levels. TPPS has global responsibilities.

 

The Technical, Policy and Partnerships Specialist will be based in Bangkok, Thailand and will be required to travel. UNDP Specialists may be periodically redeployed, in accordance with capability, consent, and due process, to a different duty station as needed.

 

 

2.Position Purpose

 

The Technical, Policy, and Partnerships Specialist will provide high quality technical, policy, and programming support to projects and partnerships, including in relation to the Sida-UNDP Environment and Climate Change Programme and linked initiatives as part of the UNDP Global Policy Network, the Specialist will work with the UNDP Climate and Biodiversity teams, including Forest-linked workstreams and Private Sector engagement.

 

The Technical, Policy and Partnerships Specialist is primarily responsible for providing technical, policy, and partnership building support and oversight, and knowledge and capacity development services pertaining to the work on environment, climate and nature capital to UNDP country offices, and works with other UN agencies, governments and inter-governmental organizations, NGO’s, donors, the private sector and many others.  Specific results are expected in the areas of:

  • Strategic policy and technical advisory support: High-quality technical and strategic policy advisory support services to regional, national and subnational counterparts, UNDP Country Offices as well as stakeholders engaged on Climate Change, Sustainable Development, Food Systems, Biodiversity and Forest-related matters;
  • Resource mobilization: Contributing to resource mobilization, ensuring that key strategic initiatives and partnerships are maintained and further developed, and building new partnerships through the development, appraisal and review of programmes and projects;
  • Partnerships: Supporting the design, operationalization and expansion of South-South and Triangular Cooperation, UNDP partnerships, and public-private partnerships, aimed to support sustainable development action and investment in developing countries;
  • Interagency collaboration: Contributing to global initiatives and inter-agency exchanges, leading regional NCE collaboration with other UN agencies and partners, in particular with UNEP and FAO, including for the operationalization of the UN Decade on Ecosystem Restoration, and promoting cross-team collaborations

  • 1.Institutional Arrangement
  • The Technical, Policy and Partnerships Specialist shall work office-based for the duration of the assignment.
  • The Technical, Policy and Partnerships Specialist will report to the NCE Regional Team Leader (P5) with matrix reporting to the Senior Policy Adviser for Environment (P5)
  • The Technical, Policy and Partnerships Specialist will engage/interact with the Supervisors in person, by email and Teams/Zoom on a regular basis. In addition, Technical, Policy and Partnerships Specialist will also engage with other UNDP colleagues based in NY, relevant regional hubs, and country offices through these same virtual platforms;
  • Given the global consultations to be undertaken during this assignment, the Technical, Policy and Partnerships Specialist is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones where applicable.

1.Scope of Work

 

  1. Strategic policy and technical advisory support to regional, national and subnational counterparts, UNDP Country Offices as well as stakeholders engaged on Climate Change, Sustainable Development, Food Systems, Biodiversity and Forest related matters:
  • Stay abreast of global and regional developments related to climate change, sustainable development, food systems, biodiversity and forests, and share knowledge within UNDP and with relevant partners – donor public institutions and private partners in particular;
  • Provide high-quality technical and strategic policy advice to UNDP Country Offices, development partners, regional, national and sub-national partners;
  • Coordinate with other related initiatives and mechanisms, globally and regionally, and engage in policy and advocacy work with external partners;
  • Provide updates and guidance on trends and issues in the countries served;
  • Contribute to the development and implementation of UNDP’s global and regional strategies on environment and sustainable development within the BPPS, GPN and beyond;
  • Advise UNDP Country Offices and national counterparts on NDCs, food systems, biodiversity and forest;
  • Prepare strategic UNDP policy position papers and internal briefing notes;
  • Contribute to a strategic understanding of, and engagement with, substantive technical issues, institutions, and processes within the countries, regions and globally.

 

  1. Resource mobilization and partnerships: Contributing to resource mobilization, ensuring that key strategic initiatives and partnerships are maintained and further developed, and building new partnerships through the development, appraisal and review of programmes and projects;
  • Collaborate with partners to develop and appraise proposals in-line with requirements of donors and funding sources;
  • Provide strategic advice in the process of preparation, design, submission and approval of programme/project concepts and full-fledged finance proposals; 
  • Organize roundtables and discussions with potential financiers and donors to gauge interest in financing and prioritize specific innovative solutions, including in the context of the UNFCCC negotiations;
  • Build strategic initiatives and partnerships, including with private sector companies, in line with the UNDP Strategic Plan;
  • Support the development of proposals for deforestation-free commodity supply and value chains, including through sources of innovative finance;
  • Identify and propose opportunities to strengthen relationships, enhance donor interest in NCE initiatives and liaise with potential financing agencies and institutions;
  • Provide high-quality implementation support and oversight to UNDP country offices and regional, national and sub-national partners to support the successful implementation of the NCE portfolio, across all relevant sources of funds globally and regionally.

 

  1. Partnerships: Supporting the design, operationalization and expansion of South-South and Triangular Cooperation, UNDP Partnerships, and public-private partnerships, aimed to support action and investment in developing countries:
  • Support substantive engagement on South-South and Triangular Cooperation strategies;
  • Contribute to a strategic understanding of, and engagement on substantive technical issues, institutions, and processes globally and within the region, including establishing contact and developing strategic partnerships with other agencies, donors, NGOs, the private sector, scientific institutions and the like;
  • Organize joint technical meetings between UNDP, public, and private sector organizations to propose and evaluate concrete opportunities and project ideas to cooperate toward sustainable development, which can crowd in national and international, public and private resources;
  • Actively contribute to the scoping, fostering and implementation of new public and private partnerships

 

  1. Interagency collaboration: Contributing to global initiatives and inter-agency exchanges, leading regional NCE collaboration with other UN agencies and partners, in particular with UNEP, FAO, and ESCAP including for the operationalization of the UN Decade on Ecosystem Restoration, and promoting cross-team collaborations
  • Support the UN’s convening role by organizing, attending, and contributing to international events, such as policy and technical dialogues, including in the context of the Rio Conventions, the UN Decade on Ecosystem Restoration, G20, UN Forum of Forests, Collaborative Partnership on Forest, Global Working Group on repurposing food and agricultural public subsidies – and across-teams collaborations (e.g. Forest CoP);
  • Organize periodic meetings with other UN agencies in the region, scoping new opportunities for collaboration and involvement of relevant NCE teams and GPN;
  • Coordinate UNDPs involvement in the follow-up activities of the UN Food Systems Summit at regional and country-levels;
  • Contribute to the implementation of the FACS strategy, identify and lead thinking on integrated programming around FACS in Asia and the Pacific;
  • Contribute to the identification and development of new FACS-related project opportunities in the region and work with RTAs on GEF and GCF programming and other vertical and non-vertical sources of funding to ensure an integrated approach, including with blended finance and multiple sources of funding for systemic interventions in country and at regional level;
  • Contribute actively to the Global Policy Network, including relevant Communities of Practice (e.g. Forest CoP) and other UNDP corporate requirements.

 

  1. Learning, Knowledge Management and Continuous Professional Development
  • Facilitate production of communication products effectively showcasing socio-economic and environmental impacts of individual projects and its linkage to the UNDP Strategic Plan priorities and targets;
  • Evaluate, capture, codify, and synthesize lessons and stimulate the uptake of best practices and knowledge, including the development of knowledge materials;
  • Peer review, comment, and seek to improve the technical quality of programmes/projects, policies, practices, guidelines, advisory notes, publications and the like;
  • Contribute to the preparation of regional Community of Practice meetings;
  • Develop and carry out a personal learning plan.

The 2030 Agenda: The 2030 Agenda for Sustainable Development (2030 Agenda), adopted by world leaders in September 2015 at an historic UN Summit, presents an ambitious, complex and interconnected vision for sustained and inclusive economic growth, social inclusion, and environmental protection, fostering peaceful, just, and inclusive societies. Realizing this vision will require mobilizing and effectively utilizing a diverse range of public and private resources. The Addis Ababa Action Agenda, which outlines a framework for financing the 2030 Agenda, calls for integrated approaches to finance that are driven at the national level. 

The Armenia Transformation Strategy 2050 (ATS 2050): The ATS 2050 is the nation-wide strategic development agenda for Armenia aimed to become a single point of reference for any government as well as civil society and business strategic initiatives for the upcoming three decades. The ATS 2050 is designed to be continuously updated due to new strategic issues arising and strategic solutions introduced through an inclusive and participatory process which is enabled by open innovation approach, as well as respective digital infrastructure and strategic communications. This calls for a systemic change for mobilization and re-alignment of public and private financial resources (domestic and international) towards sectoral and cross-sectoral initiatives, which can bring sustainable economic, social and environmental results.

Sustainable Development Goals (SDGs): Budgeting for SDGs reform paths and solutions vary in their nature and can be applied in isolation or need an orchestrated effort throughout the whole Agenda-2030 timeframe. The modelling of Budgeting for SDGs (B4SDG) choice can vary from a base model aimed at enabling governments in understanding better the alignment of its budget resources with SDGs to a ’best practice model’, where country systems produce SDG related information, including the priorities, targets, progress in achievement of the goals and, most importantly, a wide range of stakeholders, including the governmental authorities, donors, IFIs and others.

Project overview: The Project is designed to support the Government of Armenia (GoA) to align country’s strategic development agenda such as the ATS with the SDGs, the sectorial development policies and budget programs, and to design a financing strategy for a priority reform area in the country. To ensure continuous and targeted support to the GoA and MoF, the objectives of this Project are to:

  1. introduce a strategic layer of national priorities and development goals into the state budget management by linking the development strategies with the ATS and the SDGs as well as to the state budget financing and private financing
  2. support the national capacities development on strategic development, planning and budgeting processes, including SDG budgeting implementation in Armenia
  3. further support to the Integrated National Financing Framework (INFF) operationalization by assisting GoA to design a financing strategy for a priority reform area (one sector in industry) to be selected jointly with the Ministry of Finance (MoF) in consultations with the DPM’s office after aligning the ATS with budget programs and development policies;  pilot financing strategy’s effective integration in the MTEF/budget process.
