UNDP CO Montenegro, in partnership with Pljevlja Municipality, is implementing the project Strengthening capacities for increasing energy efficiency and reducing air pollution in Pljevlja municipality. The project focuses on  designing and implementing tailor made and gender-responsive support programs that will: a) increase energy efficiency of the housing sector (individual and collective housing); b) promote the use of environmentally friendly energy sources for heating the housing sector (individual and collective); c) promote the use of heating systems with a higher degree of energy efficiency, and d) improve municipal administrative capacities in the field of  decarbonization through managing the projects in the field of sustainable energy and climate change. The project will contribute to reduced air pollution in the urban area of Pljevlja municipality, as well as improved well-being of local population. 
Through the project, the municipal Project Implementation Unit has been established and is operational. The Model of subsidizing measures for increasing energy efficiency and reducing pollution in the housing sector of the municipality of Pljevlja was developed and adopted. The programme enables subsidies for the implementation of the following energy efficiency measures: 
For family houses (residential buildings of individual housing):

A.1. renovation of the outer shell – thermal insulation of outer walls, roofs and attics 
B.1. renovation of the outer shell – replacement of the outer carpentry/(windows and doors)
C.1. Replacement of the stoves using coal with stoves using pellet

For apartments (housing facilities of collective housing):

A.2. renovation of the outer shell – replacement of the outer carpentry/(windows and doors)
B.2. Replacement of the stoves using coal with stoves using pellet

The first Public Call for citizens was implemented in 2022, where energy efficiency measures were successfully implemented on 60 individual buildings and 21 collective housing buildings 

The extended Public Call has been completed and 84 buildings (family houses/apartments) have been selected to participate in the programme. The activities that follow are:

  1. Preparation of detailed bills of quantities for each house/apartment
  2. Selection of construction companies to execute the works
  3. Selection of the supervision authority
  4. Implementation of contracted works and monitoring/supervision of the works
  5. Preparation of the final report.

On the top of that, based on the conclusions of the Project Board, the Project Implementation Unit will work on the proposal for including new measure/s in the subsidy programme in order to expand the portfolio of energy efficiency measures.
Hence, UNDP is hiring an experienced engineer with proven knowledge and skills required to impolemente tailor-made energy efficiency support programme/s in Pljevlja, Montenegro.
