QUALIFICATION:
Minimum Bachelor’s degree in Mass Communication & Journalism/ Media Studies/ Communications/ Graphic Design/ Fine Arts or any other related field from an accredited academic institutions.
EXPERIENCE:
- Experience in designing at least 05 static contents on different development issues like climate change/environment/gender equality/human rights/biodiversity for INGO/UN agency’s social media channel;
- Experience in designing at least 02 visual contents on different national and international day celebration for any INGO/UN agency’s social media channel;
- Experience in designing at least 02 visual Contents for any social media campaign of UN/INGOs;
- Proven experience of using adobe illustrator/InDesign/photoshop after effect and premiere pro.

The key results have an impact on advancing the outreach goals of country office communication outlined in the Strategic Plan.
Language Requirements: Fluency in Bangla and English is required.
Supervision and Performance Evaluation.
The National Consultant will be working with UNDP under direct supervision of the Head of Communication, who will be responsible for reviewing the performance and approve the deliverables of the incumbent.
Timeframe and deadlines:
The assignment will be for 100 working days over a period of 6 months(tentative).
Reports:
The incumbent will be paid on deliverables basis. The incumbent will be paid in 2 installments, after completing each of the activities.
Duty Station: The consultant shall be stationed in Dhaka (Home based) for the assignment. Any field missions if requires, will be arranged by UNDP country office and based on prior discussion and planning.
Financial Proposal
Total lump sum:
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

EVALUATION
Individual consultants will be evaluated based on the following methodology:
1. Cumulative analysis
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable, and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
*Technical Criteria weight; [70%]
* Financial Criteria weight; [30%] Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation
In this methodology, the maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
p = y (µ/z)
Where:
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
The financial proposal will be evaluated based on the lowest price.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS
Interested individuals must submit the following documents/information to demonstrate their qualifications.
Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
- Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
- Brief description of why the individual considers him/herself as the most suitable for the assignment.
- Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided below:

Suppose an organization/company/institution employs an Offeror and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA). In this case, the Offeror must indicate this at this point and ensure that all such costs are duly incorporated into the financial proposal submitted to UNDP.
Note: The individual consultant who does not submit the above documents/requirements(which applicable) shall not be considered for further evaluation.
